Councilor urges offices to man one-stop permit center
COUNCILOR Perlita Chan-Rondez has asked concerned government offices tasked to process and issue business permits to strictly abide and implement the operational procedures for City Hall's one-stop business permit processing center.
Among the concerned offices Rondez referred to in her proposal are the Permits & Licensing Division of the City Treasurer's Office, the City Health Office, the Public Utilities Services Office, the City Engineer's Office, the Baguio Fire Department, and the local offices of the Social Security System, the Department of Tourism, the Bureau of Internal Revenue, the Philippine Health Insurance Corporation and the Department of Environment & Natural Resources' Environment Management Bureau.
"Recent studies by the Asian Institute of Management revealed that the city of Baguio had a very poor ranking in terms of dynamism of local economy specifically in licensing procedures, fees, taxes and other regulatory requirements," she pointed out.
"Numerous complaints have been received (alleging) that some of the offices concerned in the issuance of business permits have not been reporting to their respective duties at the one-stop business permit processing center, thus delaying the processing of permits. This is contrary to the provision of Administrative Order 1094-03 which provides that applicants, whether new or (seeking) renewal, should (have their applications) processed, assessed or acted upon within eight working hours from the time of acceptance of said applications," she explained.
"To improve the delivery of basic services to our people and avoid time wastage, all the offices concerned should at all times designate or assign personnel to the One-Stop Business Permit Processing Center," Rondez stressed.
The council committee on market, trade and commerce has recommended approval of the resolution because "the noble intent of the proposal and the enormous help it could give to the public with regard the processing of business permits is laudable."
"Considering that this center was established for the main purpose of fast-tracking the processing of the said business permits and improving the services of the city government, it is but proper to call the attention of the offices concerned," explained the committee chaired by Councilor Daniel Fariñas with Councilors Leandro Yangot Jr. and Faustino Olowan as members.
