Water campaign working group created
REALIZING the need to preserve freshwater sources for the city, Mayor Braulio Yaranon, through Administrative Order 461, created the project management team (PMT) and technical working group for Baguio's water campaign.
Headed by the mayor himself, the group's objective shall be realized through demand-side management and integrated approach to water resources.
Accordingly, the water campaign being supported by the Asian Development Bank (ADB) and with focus on water governance, "acknowledges the vulnerability of cities when it comes to freshwater depletion in the age of climate change and global warming."
Since Baguio is a member of the International Council for Local Environmental Initiatives (Icle) and a participating city in the Cities for Climate Protection Campaign (CPC), the pilot project will focus on water governance with the theme, "Towards as Integrated Mechanism for Local Water Governance and Action."
The PMT is composed of the mayor as chairman, Councilor Erdolfo Balajadia as vice chairman, Baguio Rep. Mauricio Domogan and Baguio Water District general manager Teresita de Guzman as members, City Planning and Development Officer Arturo Orig shall be the action officer, with Archt. Josephine Chan of the City Environment and Parks Management Office as secretariat.
The integrated approach to water resources group (IATWG) shall be composed of Vic Aquitania and Engr. John Retuya of the Office of City Planning and Development Office, Engr. Moises Lozano and Forester Pascual Abaclod, Engr. Sofronio Repalda of the Baguio Health Department, representatives from the City Engineer's Office, Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR) Cordilleras, Community Environment and Natural Resources Office (Cenro), Baguio District Engineer, Department of Public Works and Highways (DPWH), Philippine Information Agency (PIA)-Cordillera Administrative Region, Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), Department of Science and Technology (Dost), National Economic and Development Authority (Neda), Baguio Regreening Movement, Jaime V. Ongpin Foundation, Inc. and Tanggol Kalikasan.
The two bodies shall work to formulate plans with investment priorities, cost recovery and sustainability plans for the city, and coordinate with concerned local department and agencies for the water campaign.
Gathering of necessary data requirements, evaluation, monitoring and regular reports of accomplishment shall also be undertaken by the two groups for the program.
