10-year decongestion plan for trade zone pushed
BAGUIO City Councilors Faustino Olowan and Jose Molintas are eyeing to review the City's zoning ordinance and comprehensive land use plan if only to ease overcrowding, especially at the central business district (CBD).
In a proposed resolution, Olowan and Molintas suggested the creation of a multi-sectoral task force to draft a 10-year decongestion plan for the CBD in accordance to the City's medium and long-term development plans.
Olowan proposed for the committee not only to assess the zoning ordinance and land use plan of the City but also to identify the highly volatile population so as to identify possible diffusion or relocation areas in the city.
Affected sectors like those in public utilities, housing, health, education and business sectors also have to be consulted in the formulation of the decongestion plan.
With limited land area and a ballooning population, rapid infrastructure development and increasing socio-economic activities, the two councilors said a pressing need to decongest the CBD.
They proposed that the committee be composed of the mayor as chairman, vice mayor as vice chairman and the City Planning and Development coordinator as action officer.
Meanwhile, the chair of the City Council committee on urban planning, the president of the Association of Barangay Chairmen, City Building and Architecture Office, City Health officer, City Environment and Parks Management officer, City Police Office chief and representatives from the Baguio Water District, business, housing, transport and people organizations would act as members.
