Slaughterhouse privatization eyed

THE City Government of Baguio is considering the proposal of the Philippine Abattoir Development Corporation (PADC) to operate the city slaughterhouse under a long-term lease and a build-operate-transfer (BOT) agreement.

Mayor Braulio Yaranon has endorsed the proposal of PADC president Jesus De Veyra to the City Planning and Development Office and the City Veterinary Office for recommendation.

City veterinarian Brigit Piok was receptive to the idea but suggested that a committee be composed of the city veterinarian, the city treasurer, the director of the National Meat Inspection Commission regional (NMIC) office, the City Council committee on health and the city mayor be organized to decide on the matter.

The planning office has yet to comment on the matter in relation to the master development plan being prepared for the area.

De Veyra said the PADC plans to undertake the upgrading of the slaughterhouse facilities and completion of the unfinished structures "to merit an 'AA' accreditation from the National Meat Inspection Services (NMIS). The facilities include the main building housing the equipment, corrals and offices.

"Where necessary, we will do some re-engineering so that the butchering process will be butcher-friendly and more responsive to the need of the meat vendors. Additionally, we will install on site a waste processing facility so that pollution of the environment is minimized. In the end of the contract period, all physical structures and improvements will be transferred to the city," he said.

"In consideration of the agreement, we will pay the City an annual fee in the amount agreeable to both parties," de Veyra added.

The PADC, he added, operates the slaughterhouses of Tagaytay City in Cavite and Lipa City in Batangas, also under a BOT scheme. (Aileen Refuerzo)
