Amnesty for loose guns set September 30 By Ernie N. Olson Jr.
CAMP DANGWA, La Trinidad, Benguet -- The Police Regional Office (PRO) in the Cordillera Administrative Region (CAR) reiterated its call to all holders of loose firearms to avail of the extended period for their surrender and licensing. The deadline was set a month from Thursday.
Chief Superintendent Noe Wong, PRO-Cordillera regional director, said the nationwide amnesty for loose firearms is in effect, pursuant to Executive Order (EO) 390, only from March 7 to September 30 this year.
He said EO 390 dated Dec. 13, 2004, amended EO 171 dated Jan. 22, 2003, by extending the period for the surrender and licensing of loose firearms.
"All Filipino citizens who are at least 21 years of age are qualified under EO 390. A qualified applicant may register any number of firearms," Wong said.
Requirements to be submitted to avail of the amnesty are four copies of the applicant's 2"x2" photographs, three full-metal-jacket bullets for the firearm being registered, the payment of a firearm bond amounting to P251, the payment of a fee depending on the type of firearm to the Landbank of the Philippines, the applicant's birth certificate, any proof of the applicant's billing address and also any proof of profession or vocation.
For a member of the Philippine National Police (PP) or the Armed Forces of the Philippines (AFP), an applicant must show his or her appointment order, latest PNP/AFP identification card, duty status and proof of billing as additional requirements.
For farmers, a tax declaration of the agricultural land will be required aside from the seven items; and for businessmen, proof of qualification or a business permit will serve as an additional requirement.
A 50 percent discount in the firearm amnesty fee is being given to active, reserve and retired PNP/AFP uniformed personnel, and 20 percent to senior citizens under Republic Act 7432, provided they can submit proof of qualification for the discount like a senior citizen ID card for senior citizens, and appointment orders or promotion orders for lawmen or military personnel.
Fines for holders of loose firearms was also set at P1,200 for high-powered rifles and sub-machine guns; P840 for shotguns of all gauges; P960 for cal. 22 pistols or revolvers; P1,080 for low-caliber handguns; P1,200 for high-caliber handguns; and P600 for cal.22 rifles. For those stolen or lost, a police report or an affidavit of loss is required.
Meanwhile, for individual firearm licensing, required is an application form with three copies of 2"x2" colored photos and a duly notarized community tax certificate, an information sheet, a notarized affidavit of non-pending case, a stamped self-addressed envelope (registered mail with return card), a deed of sale or affidavit of transfer (if applicable), PNP Form No. 12, PNP Form No. 2, a police clearance, a court clearance, a mayor's clearance, a ballistics and stencil report, a firearm bond, a drug test clearance, a neuro-psychiatric clearance, a gun safety seminar certificate, a Directorate for Intelligence clearance and a long envelope.
For renewal of firearm license, required is an original copy of the expired or expiring firearm license, a duly accomplished application form, a drug test clearance, a neuro-psychiatric clearance, a gun safety seminar certificate, a DI or Regional Intelligence & Investigation Division clearance.
Fees or rates for firearm licensing are P360 for cal. 22 rifle, P420 for shotgun, P720 for low-caliber handguns except cal. 22, P480 for cal. 22 handguns, P800 for cal. 357 and 45 guns, P1,600 for high-powered and sub-machine guns, and P150 for license and PTCFOR cards.
Authorized issuing officers for Permit to Transport (PTT) firearms and ammunitions for EO 390 will only be the director of the PNP Civil Security Group, regional directors, provincial directors, city directors or the chiefs of municipal police stations.
The filing of firearm license registrations can be done at the Firearms, Explosives, Security Agencies & Guards Supervision Section (Fesags) of police offices.
