Pact forged for e-Centers put up

SOON, all eight municipalities of Kalinga would be connected with each other and the rest of the world through the Internet.

Members of the Provincial Board (PB) here have authorized Kalinga Governor Dominador Belac Sr. to enter into a memorandum of agreement with the National Computer Center (NCC) for the establishment of Community e-Centers (CeCs). This will not be difficult as the province is also developing its energy sources. The presence of power supply is a requirement to the establishment of information and communications technology (ICT) centers.

District II Board Member Sergio Angnganay Jr. sponsored Resolution 2005-204, which the PB unanimously approved during its regular session held recently.

Balbalan Mayor Allen Jesse Mangaoang and President of the Kalinga Mayors League have also thrown in his support. He said each local government unit should assign a technical staff to man the ICT center in their respective municipalities. The NCC and representatives from the Technical Education and Skills Development Authority will also be extending assistance in the establishment of local eCenters. These centers will also serve as venue for IT skills training and a gallery for job seekers.

Kalinga is not off-track with President Gloria Macapagal-Arroyo's program to tool provinces with modern technology and bring them closer to the world of commerce. The President's paradigm shift in the treatment of political units is to push development from the center to the countryside.

She said "information and communication technology (ICT) means many things for the Philippines - jobs for our young people, a driver of investment, a tool for mass education and an instrument for good government."

Fifty thousand ICT jobs were created in the first four years of Arroyo's presidency.
