Mayor assures aid for cops facing arrest

BAGUIO City Mayor Braulio Yaranon vowed to stand by the four policemen of the Baguio City Police Office (BCPO), who were recently issued warrants of arrest, for allegedly detaining a collector of Jadewell arbitrarily last year.

The mayor disclosed that a bail bond was supposed to be provided for Supt. David Lacdan, former BCPO Station 7 chief; Senior Inspector Elmer Ragay, former chief of the BCPO Intelligence and Investigation Branch; Senior Inspector Edward Cutiyog, former BCPO Traffic Management Branch chief; and Police Officer 1 Martin Gam-mod, a former mobile patrolman under the same branch, but that this had been put off as the affected officers had already reportedly filed a motion for judicial determination of probable cause.

"We will stand four square with the police," the mayor said.

A warrant of arrest was issued against these four police officers for alleged arbitrary detention of a collector of the Jadewell Parking Systems Corporation last year.

For the provisional liberty of each of the accused, a P6,000 bail bond was required from them.

The Office of the Ombudsman for the Military & Other Law Enforcement Offices earlier found probable cause to indict the four accused for allegedly conspiring, confederating and mutually aiding one another, without any warrant of arrest, detain and restrain Rodolfo Lamsen of his liberty by detaining him against his will.
