2 towns push agrarian community decree By Jane Cadalig
AT LEAST two of Benguet's 13 towns are seeking the declaration of their municipalities as Agrarian Reform Communities (ARCs).
The towns of Tuba and Itogon have asked the Department of Agrarian Reform (DAR), through Secretary Naser Pangamdaman, to initiate the proclamation of the whole of these localities as ARCs so that farmers could fully avail of government services.
Both towns are beneficiaries of Republic Act 6657, also known as the Comprehensive Agrarian Reform Program (Carp).
Currently, Tuba has two barangays out of 13 that have already been declared as ARCs while Itogon has three out of nine barangays.
Declaring the whole of these municipalities as ARCs would further enhance the economic lives of their respective constituents who depend on farming as their sources of livelihood, local officials said.
The DAR is the lead agency in the implementation of the Carp, which aims to distribute lands to the actual tillers and to extend support services to beneficiaries to uplift their lives.
About 32 barangays in almost all of Benguet's towns, except Sablan, are Carp beneficiaries.
But only the town of Bakun is fully benefiting from Carp with all its seven barangays declared as ARCs. It is one of Benguet's remote localities.
As of October, about 13,788.0417 hectares of farmlands have already been distributed by DAR to the intended farmer-beneficiaries.
