Flowerfest promotion guidelines out
BAGUIO City Mayor Braulio Yaranon issued on Wednesday Administrative Order (AO) 300-05 to amend the duration of next year's Panagbenga following the calendar of events prepared by the interim executive committee he earlier created under AO 283-05.
He said this was done to facilitate the orderly staging of its various events from January 28 up to March 14 next year.
In a memo issued to City Administrator Peter Fianza and concerned department heads, Yaranon said: "The entire Burnham Park reservation, People's Park, Wright Park, all public facilities for rental, Session Road and the central business district, all city and national roads as per the city zoning map are for the use of the 2006 Panagbenga Festival calendar of events and activities prepared by the interim executive committee created pursuant to AO 283-05."
"The installation of promotional materials related to the approved festival calendar shall be prioritized in currently designated posting areas provided these are consistent with the guidelines contained herein and other existing regulations. Further, details of all festival activities with advertisement and promotional arrangements shall be submitted to the undersigned for assessment of fees, approval and authentication prior to installation," Yaranon stressed.
"All activities, including the posting and installation of advertisements materials and other retail advertising activities outside the calendar of activities not endorsed by the interim executive committee shall be subject to review and consideration of the undersigned based on the following procedure," he added.
Before any application for Panagbenga advertisement or promotion may be approved, he said, a letter of request must be submitted to the City Mayor's Office containing the event title, design or mechanics, duration and time of event, event organizer's contact address and number, and details of sponsorship or event financing arrangements. He said this shall be accompanied by an endorsement of the interim management committee or its authorized representative to ensure consistency with the festival management's policies and approved calendar of events.
Yaranon said the application will be put through an assessment by him or his designated representative to ensure consistency with applicable rules and regulations for public events and promotions as to fees and regulatory policies.
"Upon approval of the event proposal, the event organizer shall settle the prescribed fees for use of areas and/or posting of signs, streamers and other outdoor promotional or advertisement materials. An inspection and authentication of all promotional or advertisement materials to be posted or installed shall be done by a designated representative of the undersigned.
"The issuance of a special permit by the undersigned for the use of areas and promotional materials will be based on officially receipted payments and other pertinent documents. The installation or posting of approved and authenticated promotional or advertisement materials shall be done with the technical support of the concerned city office.
"Compliance monitoring will also be done in accordance with the terms on the use of area and/or posting or installation of promotional or advertisement materials. Clean up of public venue and/or de-installation of promotional or advertisement material shall also be done by the event organizer within seven days from the end of the approved duration of use and/or posting," he stressed.
"For approved events with sponsorship arrangements for outdoor retail advertising or promotional activities, the organizer shall disclose the details on the types of advertisement materials such as content, design or layout, proposed location, size, material specification, number of advertisement materials and duration of exposure or posting.
"All applications for a permit to post or install promotional materials related to the festival shall be prioritized provided these comply with the 70-30 standard of content where 70 percent of the area surface shall contain graphics or information on the festival while 30 percent will contain the sponsoring company.
"Applications shall be subject further to existing guidelines. Full advertisement materials shall be allowed for every 10 units of the festival promotional materials. For materials to be displayed along national roads and facilities, a prior clearance from the administrating agency shall be secured and submitted with the request for permit.
"All promotional or advertisement materials for installation or posting in private venues should likewise be subject to these guidelines to ensure conformity with the overall aesthetic and safety considerations of the festival. All festival promotional or advertisement materials for posting or installation during the festival not bearing the authentication mark shall automatically be dismantled by authorized personnel," Yaranon added.
