Construction of power plant in Kapangan pushed

THE National Commission on Indigenous Peoples (NCIP) has issued a certificate of precondition to a private firm intending to construct a power plant in Kapangan, Benguet.

The certificate--issued after the free prior and informed consent of affected communities was secured--is however subject to several conditions that should be complied by the company.

The Cordillera Power Corporation (CPC), proponent of the mini-hydro plant construction, is directed to provide funds for the reforestation of watershed areas in the town and to rehabilitate excavated areas with fruit trees and other cash crops.

It was also mandated to introduce road and other infrastructure developments to at least five sitios, which would be affected by the construction of the power plant.

During its operation, the CPC will also provide educational assistance to poor but deserving students from the affected areas, subject to the guidelines that may be issued by the company.

Qualified local residents will be prioritized in terms of employment and salaries and other benefits required under the existing labor laws should also be followed.

But the Provincial Board of Benguet did not approve the proposed memorandum of agreement (MOA) entered between the Municipal Government of Kapangan and the CPC.

This, as the firm was asked to first come up with a comprehensive feasibility study of its plan. The Amburayan River was proposed to be the main source of water to be tapped by the company for power generation.
