Mayor wants suit against aide probed

BAGUIO City Mayor Braulio Yaranon has created an ad hoc fact-finding committee to investigate the alleged "illegal raid" complaint filed last month against a member of the Public Order and Safety Division (POSD).

This is to ascertain whether there is any prima facie evidence to file a formal charge against former Barangay San Vicente Chairman Robin Coteng, a POSD official.

"Mr. Edgar Bustamante filed a complaint against Coteng for acts committed in wanton disregard of existing laws and rules which transpired on Nov. 6, 2005 at the Amarillo Country Disco Bar and Restaurant," Yaranon said.

"This committee shall immediately convene and perform their task of conducting a preliminary investigation and hearings of the case and shall be authorized to issue a subpoena and such other legal processes as circumstances may warrant pursuant to and in conformity granted to the local chief executive under Section 455 of the Local Government Code and Administrative Order (AO) 58-01, and pertinent Civil Service rules relating to the disciplinary powers of head of government agencies over employees," he added.

The mayor said in the interest of speedy justice, the ad hoc fact-finding committee will complete its preliminary investigation and hearing within 30 days from the issuance of AO 58-01, and will submit its findings and recommendations to his office upon the termination of its proceedings.

Named as chairperson of the committee is Nazita Bañez, assistant department head of the City Environment and Parks Management Office (Cepmo). Those members include Ponciano de Jesus, local treasury operations officer of the City Treasurer's Office (CTO), and Robert Bruce Colewan Jr., sanitation inspector of the Health Services Office (HSO).

Copies of AO 58-01, which was issued over the weekend, were furnished the City Human Resource Management Office (CHRMO), the complainant and other concerned parties.
