Shortened period in purchase of drugs pushed
THE Provincial Bids and Awards Committee (Pbac) of Benguet was asked Tuesday to look into the possibility of reducing the procurement period of drugs and other medicines to be supplied to the district hospitals in the province.
This developed after the chiefs of the five district hospitals reported that the delivery of basic health services is adversely affected by the belated acquisition of medicines.
They informed the Provincial Board (PB) that procurement of medicines takes at least six months after the request is made.
Some PB members also expressed apprehensions on the possibility of acquiring expired medicines due to the belated procurement process.
The PB, during their special session, invited members of the Pbac to shed light on the matter.
Pbac Chairperson Agusta Lubos said they are merely following the provisions of Republic Act (RA) 9184 or the Government Procurement Reform Act.
She said procurement of drugs and medicines may not push through if the process provided for by law is not followed. She told the PB that the minimum time frame for the acquisition of requested items is 10 weeks.
Lubos, however, assured that the Pbac would consider the request without prejudice to the laws on procurement.
The bidding committee was also asked to submit a purchase request tracking to determine how long it would take a requested item to be approved and delivered to concerned offices. (JC)
