Provincial dad doubts competence of NCIP researchers
BENGUET Board Member Aloysius Kato on Friday expressed skepticism on the hiring of research specialists by the National Commission on Indigenous Peoples (NCIP) to assist IP communities in the formulation of their ancestral domain protection plans.
Kato questioned the capability of some researchers hired by the NCIP to facilitate the formulation of Ancestral Domain Sustainable Development and Protection Plans (ADSDPP) for indigenous communities in Benguet.
"I hope all the researchers are capable of doing their jobs because I know of one (NCIP-hired researcher) who can not even distinguish a footnote from bibliography," he said.
The Provincial Board (PB) invited NCIP officials to their regular session last Monday to answer queries relative to the processing and issuance of Certificates of Ancestral Domain Titles (CADT) in the province.
NCIP Regional Director Leilene Gallardo reported that they employed 11 research specialists, whose salaries will be appropriated from the P50 million fund granted by the National Power Corporation (Napocor) to Benguet for the processing of CADTs.
But some PB members, including Kato, are doubtful if all the researchers would be able to work well in the localities they are assigned to, especially those who have no basic knowledge in the culture of the people whom they will be dealing with.
It was brought out that the mayor objects to the specialist assigned to Bokod.
But Gallardo said the Department of the Interior and Local Government (DILG) endorsed the researcher to her and that he is capable of doing the job assigned to him. She also clarified that the researchers do not conduct surveys in the domain but were hired to technically assist the working group in the formulation of the ADSDPP, so that the agency could complete the undertaking by June.
