City taxis exempt from scrap plan By Rimaliza Opiña
ASIAN utility vehicle (AUV) drivers in Baguio City and elsewhere in the Cordillera region are exempted from a memorandum circular of the Land Transportation Franchising and Regulatory Board (LTFRB) that mandates conversion into four-door sedan vehicles before franchise renewal.
LTFRB Chairperson Maria Elena Bautista along with Board Members Gerardo Pinili and Ma. Elen Dirige-Cabatu, in memorandum circular 2006-1 dated January 6, said MC 2004-30 issued on Sept. 30, 2004 does not cover Baguio and other parts of the region.
"Be it clarified that grantees of units and mega taxi services operating within the Cordillera Administrative Region (CAR) and Baguio City are not covered by the application of MC 2004-30. Thus, all operators concerned may continue to operate their units provided franchises are valid and subsisting," the memorandum stressed.
Recently, Councilor Rocky Thomas Balisong chairman of the City Council committee on public utilities, transportation and traffic legislation, filed a resolution, which sought the exemption of the region from MC 2004-30, because AUVs, more popularly known as FX, Revo and Hilander taxis, are capable of navigating the rugged terrains of the Cordilleras compared to the four-door sedans.
