Escape of Magdalo men stops Arroyo from attending flowerfest

THE Baguio Panagbenga Flower Festival Association is not expecting President Gloria Macapagal-Arroyo to attend the opening ceremonies of the 2006 Panagbenga anymore, following reports of a coup d etat, which may be led by the four Magdalo Group soldiers who escaped detention recently.

The President reportedly committed to Mayor Braulio Yaranon during her visit to Baguio last December that she would attend the Panagbenga. But with the recent turn of events, the mayor said a representative of Arroyo would be coming over in her behalf instead.

She reportedly cancelled all her provincial appointments upon the advise of the Presidential Security Group.

Last Tuesday, four soldiers belonging to the 236-man Magdalo group bolted out jail and a nationwide manhunt was subsequently launched for their recapture.

Meanwhile, the association distributed to members of the media Thursday its final schedule of activities, after it received word from Department of Interior and Local Government (DILG) Regional Director Everdina Doctor that an administrative order or executive order is more binding than a resolution. Compared to an ordinance, a resolution is only a "temporary solution," Doctor said in an earlier statement to Sun.Star.

Yaranon said the DILG's opinion put to rest the lingering issue on which action taken by separate branches of the city government is more binding.

Aware that the Baguio Flower Festival (BFF) Foundation would still push through with its own version of the flower festival, Yaranon said the Association would not prevent them from proceeding, but stressed that all activities by his favored group has already been ironed out and any activity by another group would not stop them from proceeding.
