Village leaders' contributions to Baguio to be recognized
BAGUIO City Councilor Leandro Yangot Jr. is pushing for the conduct of a capability-building program among the city's barangay leaders as a way of recognizing services brought to the grassroots level.
Yangot is seeking an appropriation of P3 million for the proposed program that will be charged in the City Government's annual budget.
He said the program is meant to recognize the city's so-called "partners" in bringing to the barangays vital projects of the government.
"Punong barangays (barangay leaders) are in the forefront of implementing key programs and projects of the City Government. To some extent, they even serve as couriers in sending tax collection and assessment notices to various entities in the barangay. They also serve as partners in the maintenance of cleanliness and beautification and peace and order. In short, barangay officials serve as the key implementers of the city's programs. Without them, the City Government's efforts would have been all put to naught," he said.
The councilor said at present, only P1,000 is being given by the City Government as aid to barangay leaders. "They (barangay leaders) deserve better," he said.
He clarified that the request for additional appropriation is not compensation but a gesture of appreciation to barangay leaders for serving as vital partners of the City Government. "The holding of regular capability-building programs for barangay officials also serves as a learning experience, which could be replicated by other barangays," Yangot said. (RO)
