SSS clearance to be required in issuance of business permit
TO ENSURE that business establishments comply with Social Security System (SSS) regulations, a measure was proposed on Wednesday that requires the submission of a compliance certificate from SSS before the renewal of business permits.
Recalling that a memorandum of agreement (MOA) was signed between SSS and the Department of the Interior and Local Government (DILG) dated Sep. 18, 1996 and Dec. 20, 2001, respectively, Councilor Daniel Fariñas said the agreement has to be strictly enforced to ensure that registration and SSS remittance are complied with.
Under the MOA, all employers and self-employed individuals are required to present an SSS clearance before the renewal of business permit and the clearance should also be displayed in their respective business establishments for verification.
"It has been observed that not all concerned employers and business establishments have complied with this requirement due to the fact that the City Government has not strictly implemented this provision, thereby resulting in several complaints and problems of affected employees at SSS, especially during emergency cases," Fariñas said.
To ensure compliance, the councilor said certificates of coverage and compliance should be free of charge to avoid additional expense on the part of the employers.
He also urged the insurance agency to submit to the City Government the list of establishments that comply with the MOA. He said the compliance of the businessmen with the agreement would serve as basis for verification in the issuance or denial of business permits. (RO)
