Numbering of taxis proposed

THE decrease in the number of taxicabs traversing Baguio City streets has to be made permanent through the issuance of regulatory stickers.

Councilor Erdolfo Balajadia, who earlier suggested that stickers be issued to taxi operators who have legal franchises, proposed to concretize the idea.

Stressing that the claim of the Land Transportation Franchising and Regulatory Board (LTFRB) that there are only 3,500 taxi units in the city does not conform to common public observation that there could be more, the proponents reiterated that regulatory stickers would determine the exact number of units.

"The clamor of the public for the LTFRB to declare the exact number of taxicabs franchised to the city has not been satisfied with definiteness," Balajadia said.

Further, the City Council's request for the LTFRB to certify the exact number of taxi units plying Baguio and the neighboring municipalities of Benguet, has yet to be acted up to this time, he said.

With the LTFRB's claim that colorum vehicles abound, the councilor said there is an "urgent need to devise a system to know with definiteness the exact number of duly-licensed taxicabs plying the city's streets and to flush out those that are not licensed to operate."

To fix the situation, Balajadia said there is a need to require all franchised taxicabs to post stickers, which would be designed by the City Treasurer's Office (CTO) and contain safeguards against tampering. The stickers would also be numbered from one to 3,500, the figure claimed by the LTFRB.

The proponents also requested the release of P500,000 for the manufacture of the stickers.

An earlier proposal to body-number taxi units is also pending before the City Council committee on public utilities, transportation and traffic legislation.

Similar to the latest proposal, the body numbering will be limited to 3,500 units only. (RO)
