Barangay market days proposed
THE City Council of Baguio has approved a proposed ordinance authored by Councilor Daniel Fariñas and co-authored by Councilor Leandro Yangot Jr., establishing a barangay market day in all barangays.
The approval came following amendments introduced during regular sessions and public consultations with affected sectors.
Accordingly, the ordinance aims to provide livelihood for itinerant vendors as well as convenience for constituents during designated barangay market days.
Fariñas said goods and wares are thus nearer to the community, while the government should have fulfilled being "a government of the people, for the people and by the people."
Vendors without stalls in or around the city market or those considered to be illegal, without permit, itinerant or ambulant should be given priority in this ordinance, he said.
He said qualified vendors should pay vending fees, sanitation and other required fees to the barangay concerned. As such, the barangay should be accountable for and may be subject to audit by the City Government as needs arise, he said.
Barangay authorities are also authorized to create and implement their own guidelines as they see fit and should locate available spaces for market services.
Since the ordinance was finally approved, health and sanitation concerns will be taken care of by the Baguio Health Department (BHD), garbage concerns by the General Services Office (GSO) and the City Environment and Parks Management Office (Cepmo) while the maintenance of peace and order would be the concern of the Baguio City Police Office.
As per the ordinance, there will be newly-established satellite markets in addition to existing markets within the city: District 1-Gibraltar, Pacdal and Mines View; District II-Engineers Hill; District III-Hillside and Scout Barrio (new); District IV-Barangay Imelda Marcos (new); District V-City Camp Proper, Lower Rock Quarry; District VI-Fairview (new); District VII-Central Guisad (new); District VIII-Camdas Subdivision; District IX-Bayan Park Village, Ambiong; District X-Salud Mitra (new); District XI-Country Club (new); District XII-Loakan Proper and Kias (new); District XIII-Camp 7, Camp 8, San Vicente; District XIV-Bakakeng Central, Bakakeng Norte/Sur and Dontogan (all new); District XV-San Luis, Asin, Lourdes Subd. Proper (all new); District XVI-Upper Quezon Hill (new), Irisan-San Carlos and Pinsao Proper (new); District XVII-Alfonso Tabora; District XVIII-Teodora Alonzo (new); District XIX-West Modernsite (new); District XX-Imelda Village; and HolyGhost Honeymoon (new).
