Discount for elderly increased

THE discount privilege accorded to senior citizens has been expanded to cover basic necessities or prime agricultural commodities.

The benefit for the elderly is contained in Administrative Order (AO) 37-2005 of the Department of Agriculture (DA), which provides the implementing rules and regulations (IRR) on the grant of special discounts.

Baguio City Mayor Braulio Yaranon urged concerned establishments in the city to comply with the provisions of the law.

Signed by DA Secretary Domingo Panganiban, the order is pursuant to Section 2 of Republic Act (RA) 9257 or the Expanded Senior Citizens Act of 2003, which was signed into law by President Gloria Macapagal-Arroyo last Feb. 26, 2004, amending RA7432, which earlier granted discounts on fare, medicines and entrance to amusement centers.

As per AO37-2005, every senior citizen will be given a special discount of five percent of the regular retail price of basic necessities and prime commodities as follows: rice (except rice sold and retailed by the National Food Authority); food grade corn and corn grits; fresh fish and other marine products; fresh chicken eggs; fresh pork, beef and poultry meat; fresh vegetables including root crops; fresh fruits; and onion and garlic.

The discount will however be subjected to conditions that the total amount of the purchase will not exceed P650 "per calendar week without carry over of the unused amount" and that the amount should be spent on at least four kinds of items.

The elderly should present a valid identification (ID) card issued by the Office of Senior Citizens Affairs (Osca). Senior citizens should also present a purchase booklet that may also be secured from the Osca to monitor the purchases.

An elderly, who cannot personally purchase these items, may appoint a representative by written authority to buy the goods. The representative will be required to present valid government issued IDs along with the ID of the senior citizen and authorization letter. (AR)
