Vice mayor mum on mayor's suspension By Rimaliza Opiña
AS SECTORS are waiting for latest developments regarding the impending suspension of Baguio City Mayor Braulio Yaranon, his immediate successor, Vice Mayor Reinaldo Bautista Jr., remains silent on the issue.
Bautista said even with a copy of the draft resolution leaked to members of the media, it would still be reviewed by the Office of the President and needs the signature of Executive Secretary Eduardo Ermita before it would be implemented.
"Nothing is final at this point in time," he said, explaining that his refusal to give further comment is his way of avoiding issues which is linked to people are reportedly bent on taking over Yaranon's seat.
"Of course, we are ready (to take over) when that time comes. The operations of the City Government cannot stop," Bautista said.
The vice mayor said that if Ermita signs the suspension, Yaranon still has legal remedies to avail of. He said the mayor could go to the Supreme Court (SC) and file the necessary pleadings.
The Department of the Interior and Local Government (DILG), through Acting Secretary Wencelito Andanar issued a draft resolution, which found Yaranon guilty of two counts of administrative charges for "grave misconduct" and "abuse of authority". A six-month suspension for each offense was recommended.
The resolution was transmitted to the Office of the President on February 17 for Ermita's appropriate action.
The DILG allegedly found Yaranon liable for "grave misconduct" when he issued Executive Order (EO) 1-04, which directed motorists not to pay parking fees to Jadewell.
"This is a complete turnaround of his mandated and sworn duty to implement all ordinances," a portion of the resolution states.
Yaranon was also found accountable for "oppressive acts" and "abuse of authority" when he ordered last July 8, 2004 the director of the Baguio City Police Office (BCPO) to prevent Jadewell from pursuing its pay parking business.
