John Hay management asked to clarify 'demolition' of houses
REPRESENTATIVES of the Camp John Hay Management Committee (CJHMC) and the Bases Conversion Development Authority (BCDA) were invited to appear before the City Council of Baguio on Tuesday to shed light on their recent issuance of demolition orders to some residents of Barangay Happy Hallow.
In a proposed resolution, Councilor Leandro Yangot Jr. said only the mayor could issue a demolition order, stressing it should be done only on certain conditions such as when a structure is located within danger areas, when government infrastructure projects are about to be implemented and when there is a court order for eviction.
The invitation is also for the City Council to be informed of the present status of lots within the CJH reservation following the report of Barangay Happy Hallow Chairman Joseph Sacley.
In a letter to the councilor, Sacley said: "Officials of barangays within the CJH reservation are perplexed on how to implement or conduct our mandate due to the control being imposed by the CJH authorities, which runs counter to our operation as a local government unit, especially in our development thrusts and programs."
He said a portion of the circumferential road project was stopped by the CJHMC, which rendered that portion of the road dangerous to houses nearby. He said even the construction of a fence within that same portion of the road was allegedly stopped by the CJH management that resulted in the death of a child, who accidentally fell into the excavated portion of the road leading to the barangay.
Sacley added that residents have also been harassed when they set up a checkpoint where bringing in of construction materials is prohibited without prior clearance from the CJHMC.
Yangot said in order to facilitate whatever action the City Government would undertake, clarification has to be issued by the CJHMC. (RO)
