Town folk oppose plea for water permit

RESIDENTS of Barangay Bangao, Buguias are opposing the water rights and land registration application filed by private individuals over their source of water.

In a petition, residents of sitios Labayan, Daligdig and Macogcog, all in Bangao, sought the assistance of the Provincial Board (PB) for the cancellation of Cornelio Montes's water rights application over the Pas-adan Lebeng Creek, which reportedly supply the three communities with water for their household and agricultural needs.

Allegedly, the applicants conducted survey in the area without first consulting the residents who claim that the creek is a communal property.

"The land that surrounds the creek is owned and protected by the residents and not the applicants. We fear that granting of permit to the applicants would deprive us of our rights as owners of the water source," the petition stated.

Late last year, residents of Barangay Abatan, Buguias also asked the PB's assistance on the disconnection done by Montes to the water distribution pipes leading to their households.

The water source, which is subject to opposition by Bangao residents, covers the same source supplying water to Abatan.

Montes earlier claimed the water source is covered by water right availed in 1991 by his late father-in-law Magno Pablo.

He reportedly cut off the distribution pipes because the local government failed to pay them the corresponding amount as stated in a memorandum of agreement (MOA) entered into by his father-in-law, the Municipal Government and Barangay Abatan.

But Board Member Apolinario Camsol, who was then the mayor when the MOA was signed, belied Montes'S claim.

Camsol said the claimants have no actual water permit to justify their ownership of the land and the source, which is tapped to supply Abatan with water.
