Dad bats for harsher enforcement of liquor code

THE City Council committee on laws has recommended a stricter implementation of the Liquor Code rather than impose the guidelines prescribed by Administrative Order (AO) 114, which limits the time of operation of liquor-serving establishments.

Councilor Elmer Datuin, the committee chairman, said there was a violation in the issuance of AO 114 by Mayor Braulio Yaranon since there is no enabling ordinance to justify the curfew imposed on the establishments since September.

Datuin also said there is no basis with regard the argument that the liquor ordinance does not contain a time limit on the operation of bars and clubs.

In the passage of the liquor ordinance, the City Council then unanimously approved to delete the time limit of operation of bars and give such responsibility to bar owners to impose self-regulation.

Aware that some establishments openly sell liquor to minors, Datuin said there should be coordination with the Public Order and Safety Division, the Baguio City police and the Permits and Licensing Division to ensure that the ordinance is followed.

The councilor also appealed for the affected establishments to be responsible and hire their own security guards and that they should not sell liquor to minors.

"The restrictions of AO 114 is beginning to kill some businesses here," Datuin said, taking the side of bar owners. He stressed that entertainment packages such as mini-concerts performed by bands from outside Baguio have been limited to one or two bands only.

He said the system has affected the operation of bars because customers already hesitate to visit establishments operating until 2 a.m. only. "The restrictions should be in place because nightspots do not translate to girlie bars as stipulated in AO 114. We are also talking here of clean fun," he said. (RO)
