Flowerfest groups should pay taxes: ad hoc group

THE two organizations that managed various Panagbenga events recently will soon be required to submit their respective financial reports to the Baguio City Council, and to immediately pay the unremitted balance for business permits and licenses due the City Treasurer's Office.

This was stated in a final report submitted to the City Council by the five-member ad hoc committee tasked to investigate and evaluate the Panagbenga 2006 trade fairs, which also recommended amendment of the Trade Fair Ordinance to allow the conduct of these activities in months when the flower festival is held.

Among the recommendations was to require the Baguio Panagbenga Flower Festival Association (BPFFA), which organized the market encounter in Burnham Park, to immediately restore the destroyed portions of the grounds near the Melvin Jones grandstand and other parts of the park, which were damaged during the two-month celebration.

Another recommendation was to demand for the removal of any and all existing structures put up in public places relative to the conduct of the Panagbenga 2006, particularly at the Melvin Jones grandstand.

They said a demand letter must also be made for both organizers "to remit the balances of their respective payments on permits and licenses due the city (government) as contained in the previous report of the Office of the City Treasury."

This was aside from recommending for "the passage of an ordinance setting the guidelines on the use of roads and other public places in activities sponsored by the city government to be able to avoid divisiveness among participants and leaders of the city," and for the amendment of the Trade Fair Ordinance, particularly on the months within which the conduct of trade fairs shall be allowed, to be able to accommodate the activities set for the annual Panagbenga.

Another recommendation was for the passage of an ordinance prohibiting the use of the football field beside the Melvin Jones grandstand, as a future site of any trade fair to preserve its greenery and other future developments.

But before these other recommendations are acted upon, the committee said they would require "both organizations to submit their respective terminal reports, including their financial reports relative to the conduct of the 2006 Panagbenga, as mandated by Section 11 of the Trade Fair Ordinance" which states that "trade fair, exhibit and tiangge/baratillo organizers should submit a terminal report to the Office of the City Mayor, the City Council and the Department of Trade & Industry... detailing therein the activities undertaken, issues (and) problems encountered, and sales performance per exhibitor (or) participant."
