Mayor's recall doubtful?

THE lawyer representing Baguio City Mayor Braulio Yaranon said he is uncertain that a recall election would take place this year because the Commission on Elections (Comelec) has yet to issue a certification on the availability of funds.

Lawyer Fred Bagbagen said even if a certification on the availability of funds would be made available, the time span needed for the verification of signatures by the Comelec might not be enough for the election to be held.

The Comelec here stopped its initial verification because it has yet to receive a certification from its finance department on the availability of funds for a recall.

City Election Officer Maribel Uminga earlier said the filing of the petition and the eventual verification might be an exercise in futility if, by the end of the verification, there would be no money to hold a recall poll.

Yaranon earlier asked the Comelec to reconsider its earlier declaration that the petition for his recall is sufficient in form and substance. He cited six grounds in asking for the reversal of the decision and alleged among others that the petition was "patently defective" as some of the signatures gathered were obtained through fraudulent means.

Yaranon's motion for reconsideration however was denied. The Comelec en banc also ordered its local office to continue with the verification of signatures. To date however, the Comelec has not resumed verification pending receipt of a certification from its finance department.
