Health workers seek additional incentives
THE Municipal Health Board of Mankayan, Benguet, is seeking a legislated incentive increase for barangay health workers (BHWs) in their municipality.
In a resolution, the local health council requested members of the Benguet Provincial Board (PB) to allocate an amount of P15,000 as additional incentives for accredited barangay health workers in their town.
The resolution said that the provision of additional allowances for the BHWs would help in the efficient delivery of basic health services to the people.
"The barangay health workers are our front-liners in the delivery of primary health care to the different barangays in the municipality. The honoraria allocated to them from barangay funds are insufficient to sustain and support the success of their endeavor and the delivery of quality service," it added.
Provincial Legal Officer Leticia Duran upheld their request. She said the provision of an augmentation fund to grant the local health board’s request is allowed under the law.
"Considering that the federation of BHWs have spoken that they are short of their benefits to keep them body and soul, and the same was endorsed by the Municipal Health Board, the benefit solicitation is in consonance with the (law),” Duran said.
Section 7 of Republic Act (RA) 7883 or the Barangay Health Workers’ Benefits and Incentives Act provides that "every incentive or benefit for barangay health workers requiring the expenditure of local funds shall be reviewed and approved by the local health board to ensure that only deserving health workers get the same."
