Dads told to review outlay for 'unnecessary projects'

BAGUIO CITY -- The Provincial Board (PB) of Benguet was advised to evaluate some of the programs that were allocated with a P1.5 million budget under the 20 percent Provincial Development Fund (PDF).

Department of Budget and Management (DBM) Regional Director Liza Fangsilat told the PB that some of the projects that were funded under the province's 20 percent PDF has not complied with budget management rules.

Among these include the provincial employees' medical health service and economic benefits programs, which were allotted an amount of P750,000 and P300,000, respectively. The DBM said the projects do not directly contribute to the attainment of desirable socio-economic development and environmental outcomes of the local government unit.

The cash incentive to barangay collectors on real property taxes, which was allotted a budget of P100,000, was not allowed by the DBM, who said there is no legal basis for the grant.

Further, the DBM junked the P75,000 budget allocation for the incentive of officials and employees who have recorded a perfect attendance, adding that this criteria is already covered by the guidelines on the grant of productivity incentive benefits.

The P100,000 special hospice care and medical assistance for the employees was declared irregular. DBM said government personnel are already covered with similar assistance from the Government Service Insurance System and Philippine Health Insurance Corporation (Philhealth).

Also, the DBM did not approve the allocation of P100,000 for the self-development of employees, adding that this may be done through personal pursuance of careers or through trainings, career development and scholarship grants established by the Civil Service Commission (CSC).

Fangsilat advised the legislative body to replace the said projects with programs under the medium-term development plans and annual investment plans of the province.

The province has declared a budget of P336,124,520.65 for 2006.
