Dads consider proposed 50-50 sharing on pay parking

THE City Council has approved on first reading the proposed amendatory ordinance of Councilor Galo Weygan seeking to amend the income-sharing scheme provided under the on-street pay parking ordinance.

Weygan proposed to amend Ordinance 003-2000 to revise the income-sharing schedule from the original 80-20 percent in favor of the operator to an equal 50-50 revenue allotment for both parties.

Weygan also sought that the income distribution be based on the gross receipts and not on gross profits as originally contained in the contract. "There is no such thing as gross profit in a service like parking," he said.

He also proposed that the sharing of revenue on Ganza parking lot at the Burnham Park be revised, such that the share of the city be upped to 70 percent of the gross receipts and that said share be given to the Burnham Park Management Authority for use in the maintenance of the park.

Weygan said the legality of Ordinance 003-2000 is still under consideration by the courts and may take years to be resolved, thus the need for the city to institute reforms in the measure to improve the city's plight.

He said the amendment is in order as more than five years had elapsed since the ordinance was implemented and that reforms can now be made.

As per the ordinance, the pay parking scheme operates on 17 streets namely Session Road, Harrison Road, Abanao Street, Zandueta, Gen. Luna, Assumption, Upper Mabini, Chanum, Claudio, Calderon, T. Alonzo, Fr. Carlu, Rizal Park, Mines View, Wright Park, Botanical Garden, and Abanao Extension.

Weygan's proposal was referred to the appropriate council committee for study and recommendation.
