Benguet mayors urge more discussions on Charter change

WHILE expressing support to Charter Change, municipal mayors of Benguet still push for the conduct of more consultations among local constituents for them to better understand the concept of the proposed constitutional amendment being advocated by the Arroyo administration.

Itogon Mayor Mario Godio said groups advocating for Charter change should expand the coverage of information campaign in the barangays so that the people would understand the issue. He said the public should be educated more about the Constitution and the proposed amendments, adding that the education department could even help in this aspect.

Godio, who is the vice president of the Benguet Municipal Mayors League, expressed support to amendments in the Constitution.

Tuba Mayor Jose Baluda, meanwhile, said he is in favor of changing the form of governance from presidential to parliamentary. "We have been under the presidential system and we voted for the best president we could have but the (situation) in the country is still the same. I think it's about time that we try the parliamentary form," he said.

Baluda agreed with Godio's view that the information campaign on Charter change should be expanded.

Mankayan Mayor Manalo Galuten also shared the same sentiments. He said he favors amending the Constitution but stressed the campaign should be done at the barangay level.

These impressions were brought out in reaction to the recent conduct of a signature campaign in the province, where it was alleged that some of those who signed did not really have a clue on the content and essence of the document.
