Alternate flea market sites mulled

BESET with the dilemma on where to relocate roving vendors, Councilor Daniel Fariñas on Tuesday proposed that available spaces at the Baguio Convention Center and in Barangays Irisan and Aurora Hill be converted into night flea markets.

Citing a provision in the Local Government Code which gives a local government unit the power to permanently or temporarily close or open any road, alley, park or square that falls under its jurisdiction, Fariñas said closure of some areas in the city could solve the city's problem on illegal vendors, who have since occupied the sidewalks in the central business district (CBD) and crowded the public market.

He explained that being a tourist destination, it is inevitable for Baguio to meet the rudiments on the influx of people from other parts of the country as well as those from abroad.

"The influx of people from all over will warrant more people who will tap the incursion of tourists and students for business opportunities because it is a vending hot spot," he said.

"The city market cannot anymore house such infiltration nor can the CBD accommodate additional vendors, prompting us to relocate their activities to what available spaces we have," he added.

In the proposed night flea market, operation will start from 6 p.m. to 5 a.m. the following day.

"In order not to put too much hassle to certain sectors (that) will be affected by such remedy, this ordinance will only be applicable from 6 p.m. to 5 a.m., inclusive of the setting-up and cleaning time," Fariñas said.

The Baguio City Market Authority and the Office of the Market Superintendent will administer the night flea market. Participating vendors, meantime, would be required to pay the market, sanitary and security fees.
