City preparations for typhoon, quake emergencies on
MAYOR Braulio Yaranon has urged concerned Baguio City departments to be vigilant in preparing for disasters in view of the coming typhoon season and the earthquake alerts triggered by the recent temblor that hit Indonesia.
The mayor issued the call during the City Peace and Order Council (CPOC) meeting, where the City Disaster Coordinating Council also laid out its programs for earthquake preparations and flood control.
The CDCC has been promoting the adoption of building emergency evacuation plan (Beep) in all public and private buildings here. Drills and capability-building trainings are also continuously being conducted to enhance the awareness of the public and the CDCC volunteers in making preparations and in responding to emergency situations and in handling rescue and relief operations.
As to typhoon preparations, the CDCC said the flood control project involves the clean-up and de-clogging of drainage and waterways in the central business district (CBD) and the barangays to avoid flooding during heavy downpour.
As in the past years, concerned offices and barangays are also expected to revive de-clogging operations at the City Camp lagoon tunnel and inlets to avoid the recurrence of the flooding problem in the area.
As in the past, the CDCC operations center will automatically be reactivated at the lobby of the City Hall during storm signal number 2 to respond to emergency situations. Yaranon will also have the discretion of activating the center as the need arises during storm signal number 1 or even during times when there were no typhoon signals but the rains were heavy and pose threat to lives and properties.
Volunteers from various City Government offices like the City Engineer's Office (CEO), the City Building and Architecture Office (Cbao) and the City Environment and Parks Management Office (Cepmo) and various civic groups and non-government organizations will provide the manpower and equipment needed to for the rescue operations while evacuation and relief operations will be spearheaded by the City Social Welfare and Development Office (CSWDO) and other agencies.
As per the education department ruling on the suspension of classes, storm signal number 1 would mean suspension of classes in the kindergarten level while storm signal number 2 and up would mean the cancellation of classes in all levels from kindergarten to high school. Heads of local government units have the discretion to suspend classes in any level during inclement weather but during which no typhoon signal was lowered.
Suspension of classes at the college level will be up to the Commission on Higher Education (Ched). (AR)
