High education office hit for inaction of school fee hikes
THE LOCAL chapter of the National Union of Students of the Philippines (NUSP) criticized the National Government and the Commission on Higher Education (Ched) Monday and bewailed that nothing is being done regarding the continuing upsurge of tuition.
NUSP chairperson Camille Tijamo accused the Ched of acting on behalf of school administrations instead of acting for students and parents who struggle to meet the demands of paying for "costly" school fees.
"The Ched is just like any government institution. It is powerless," states a written statement of the NUSP, distributed to members of the media during its press briefing.
The issuance of Memorandum 13 and 14 are proof that the Ched is allegedly partial to these institutions, the NUSP claimed.
Memorandum 13 reportedly does not regulate any increase in miscellaneous fees, while Memorandum 14 allows tuition increase even without consultation among students and other stakeholders, provided that the increase should not be higher than the prevailing national inflation rate, as determined by the National Economic and Development Authority (Neda).
"The Ched is a government office that ‘sleeps’ most of the time, but wakes up only at certain times, especially when petitions are filed for tuition increase."
Close to 500 private schools or 32 percent of the entire number of schools nationwide imposed an increase on tuition fees this school year. Included in this 32 percent are at least nine institutions in Baguio and Benguet, namely: Saint Louis University, University of Baguio, Cordillera Career Development College, University of the Cordilleras, Benguet State University, Pines City College, Luzon Nazarene Bible College, Baguio Arts Theological College and Baguio - Benguet Christian College.
