Naswak under Benguet schools division: education chief
THE education department has finally declared that the controversial school in Bokod, Benguet remains under the administration of the Benguet Schools Division.
Acting Education Secretary Fe Hidalgo assured the Provincial Board (PB) of Benguet that the Naswak Elementary School will be continuously managed by Benguet, although Bokod Mayor Raymundo Celino already relinquished his administrative powers over the school to the local government of Kayapa in Nueva Ecija.
Hidalgo maintained that the department did not authorize the reported turnover. "Please be informed that as per verification with our Division Office in Benguet, our agency has not authorized any turnover of the Naswak Elementary School to the Division of Nueva Vizcaya. Be assured that all operations of said school will remain to be under the supervision of (Benguet) Division Office," she said in a letter addressed to Board Member Aloysius Kato.
Kato was the acting vice governor when the PB passed a resolution asking the education department not to recognize the transaction entered into between Bokod and Kayapa with regard Naswak.
Board Member Juan Nazarro, chairman of the PB committee on education, welcomed the decision of the agency. "We are happy for the (development) which is what is supposed to be because a local government unit (LGU) cannot execute a school's turnover," he said.
Other PB also expressed relief over the department's action.
Celino waived last month his executive powers over Naswak by virtue of a memorandum of agreement (MOA) forged between him and the local government of Kayapa. He argued that sitio Naswak in Barangay Ekip, where the elementary school is situated, does not fall within the territorial jurisdiction of Bokod.
The mayor also presented a resolution indicating that Naswak is not among the sitios that comprise Barangay Ekip and as such, emphasized that the school site is within Kayapa. (JC)
