Creation of Benguet environment office pushed

BENGUET Board Member Aloysious Kato is pushing for the formation of an office that would implement the provisions of the province's Environmental Code.

Kato, in a privilege speech, raised the need to create a Provincial Environment and Natural Resources Office (Penro) as provided in the code. "There must be an office to take charge and give focus on all the concerns raised in the code for effective implementation of the provisions," he said.

He proposed that the existing environment office, under the Office of the Governor, be separated.

"The plantilla positions for the Penro will be defined in the proposed resolution creating the office," said Kato, chairman of the Provincial Board (PB) committee on environment.

Article 9, Section 69 of the Benguet Environment Code mandates the creation of the Penro, which will have jurisdiction and authority over all environment and natural resources in the province, subject however to the provisions of the Local Government Code (LGC) and other applicable national laws.

The Penro will be responsible for providing technical assistance to municipal and barangay governments and other organizations in the development of and formulation of environmental programs and laws.

The Environment Code was approved as per Provincial Ordinance 04-91 to establish a framework for the holistic management of the environment and natural resources of the province. (JC)
