Dad pushes fast tracking of Asin hydro terms of reference

MOVES are now being undertaken for the impending take-over of the Asin hydro power plants from the Baguio Water District (BWD) next month.

Councilor Edilberto Tenefrancia proposed an urgent resolution authorizing the mayor to take steps into an open and competitive bidding for the long-term operation of the Asin hydro power plants.

With the BWD having no intentions of renewing its contract with the City Government, Tenefrancia said an interim contract with the Hydro Electric Corporation (Hedcor) has to be worked out to prevent any damage that might happen pending the formulation of the terms of reference (TOR) for the bidding of the hydro power plants.

Earlier, City Administrator Peter Fianza said that as per their meeting with members of the Asin Hydro Task Force, it was agreed that because the city does not have the capacity to operate and maintain the power plants, the city might negotiate with Hedcor for it to continue operating the facility, pending the preparation of the TOR for its bidding.

In the meantime, talks with the management of Hedcor are already underway for the company to continue operating the power plants until the City Government finalizes the TOR for the management of the facility, said Fianza.

Hedcor was given a 20-year contract to operate, rehabilitate and manage the city-owned Asin hydro power plants located in Tuba, Benguet.

Fianza said the TOR, which would take three months to prepare, would have to pass the approval of the City Council before it would be bid out.

Around P500 million is needed for the upgrading of plants 1,2 and 3, said Fianza, adding that the task force is also thinking of rehabilitating the non-operational power plant along Kennon Road.

The Asin hydro power plants generate 4.1 megawatts but their generation is expected to triple once they undergo complete rehabilitation. (RO)
