Proposal on pay parking measure's abolition revived
FIRST, it was the memorandum of agreement (MOA). Now, a repeal of the pay parking ordinance is being worked out over at the City Council.
The proposal for the repeal of Ordinance 003-2000, this time, was penned by Councilor Rocky Thomas Balisong, although an earlier proposal had already been filed as early as 2001 by Councilor Leandro Yangot Jr., then president of the Association of Barangay Councils (ABCs).
Stressing that the ordinance failed to regulate parking and traffic congestion, especially at the central business district (CBD), Balisong said the ordinance should be repealed as "its legislative intent has not been realized."
The councilor said double parking is still rampant and there remains a disorganized parking, contrary to what was agreed upon that pay parking would be established to ensure that problems on parking are addressed.
"The on-street pay parking did not in any way give solution to the traffic problem. It made the traffic situation even worse because it was just the same as it was before, only that an attendant is (now) present to collect parking fees," Balisong explained.
