Bar curfew suspended By Rimaliza Opiña
BAR AND nightclub owners might be able to recover their lost profits following the putting on hold of the time limit on their operations pending the passage of an ordinance to legalize Administrative Order (AO) 114.
AO 114, issued by suspended Mayor Braulio Yaranon one year ago Friday, imposes a time limit on the operation of establishments serving liquor of until 2 a.m.
"It has to have legislative backing," said acting Mayor Reinaldo Bautista Jr. during the Ugnayang Panlungsod media briefing, adding the AO would have to be referred to the City Council for review. He was quick to add, however, that Yaranon was not at fault when he issued the AO.
While recognizing the reason behind the issuance of the AO, Bautista surmised that Yaranon might not have been properly advised regarding legal setbacks that could arise as a result of its implementation without the appropriate approval by the Council.
The AO was based on the advise of Anti-Vice Task Force chair Councilor Galo Weygan, who said that crimes committed in Baguio reportedly increased due to the relentless operation of "vice businesses" here.
Bautista earlier vowed to carry on the programs started by Yaranon, adding that only minor changes would be effected.
The conduct of the character seminar, a requisite for the issuance of a business permit however would remain on status quo. Bautista said this would have to be studied first before an order is issued. "If the intent is to maintain the city as a character city, so be it."
