Thursday, September 28, 2006 Japan offers human resource scholarship
THE Civil Service Commission (CSC) in Cordillera on Wednesday announced that the Japanese Government is inviting employees from both the private and the public sector to participate in the Japanese Grant Aid for Human Resource Development Scholarship (JDS) for school year 2007-2008.
The JDS project aims to provide Filipinos an opportunity to obtain a master's degree from a Japanese higher educational institution, in support of the human resource development policy of the Philippine Government, and eventually to extend and strengthen the bilateral relationship between Japan and the Philippines.
Target beneficiaries are young civil servants and business people from both the public and private institutions who are expected to play leadership roles and contribute to the development of the Philippine market economy.
Documentary requirements include application forms with pictures (4cm x 3cm) attached on the first page of each set; questionnaires: four kinds needed to be filled out; registration form: one original with picture (4cmX3cm); reference letter "annex 1" by the academic advisor of the university attended sealed in a legal sized envelope upon submission; reference letter "annex 2" (prescribed form) duly accomplished by the current employer and sealed in legal sized envelope upon submission; and valid official certificate of IELTS 6.0/TOEFL (CBT-213; PBT-550 if any) or above.
The score taken within two years should be valid as TOEFL predictions will not be accepted. Those who have not taken the test should submit IELTS application form, three passport-sized pictures with signature on front-right-hand side as well as a verification form, and original copy to be submitted in lieu of the following valid ID: (passport/SSS/GSIS policy/driver's license/PRC ID).
Requirements from other government agencies/offices include authenticated birth certificate from the National Statistics Office (NSO); National Bureau of Investigation (NBI) clearance (valid for travel abroad); (if any) passport; and five photocopies of the first and last pages only.
Requirements from applicant's office: Official nomination letter signed by head of office/agency; performance appraisal report (July 1-Dec. 31, 2005 and Jan.-June 30, 2006) signed by head of agency or HRM manager with a rating of at least very satisfactory; each of the following certifications: no pending administrative or criminal charges, no pending nomination to other local or foreign training/scholarship programs, no pending service obligation from previous trainings attended; official service record; statement of actual duties and responsibilities; and updated resume with list of local/foreign trainings.
Application form should be submitted to the JDS project office on Oct. 25, 2006. Late submission or incomplete application documents will not be accepted.
