RESIDENTS of Puguis, La Trinidad were successful in stopping the operation of a mini-carnival in their barangay, said Chairman Francis Lee on Monday.
Lee said the operator of the fair voluntarily dismantled their recreational facilities last October 1, taking into account the non-acceptance of the community of the activity and the absence of a clearance from concerned authorities.
He said he did not endorse the carnival operation because the operator failed to present the necessary permit from the governor's office. "They were not able to show an approved permit from the governor (Borromeo Melchor), and residents did not also patronize their operation, that's why they decided to cease operations," he said.
He said the barangay is not celebrating any festivity to justify the operation of a carnival.
The Local Government Code (LGC) of 1991 allows barangays to conduct fundraising activities during barangay fiestas, subject however to the concurrence of their respective municipal councils.
Earlier, Puguis residents passed a petition opposing the conduct of the carnival, saying this is a nuisance to their community, with loud noise coming from alleged gambling activities.
Over 100 petitioners asked municipal officials to take appropriate action against the carnival operation to keep the community safe from the adverse effects of "immoral" activities that lure even the minors.
The carnival reportedly started operating last September 22 within the premises of Palma Traders Center along Swamp Road in the barangay.
