Flyover extension has environmental permit: agency

THE environment department has cleared the contractor of the ongoing Baguio General Hospital (BGH) flyover project from allegations that the expansion works was not issued an environmental compliance certificate (ECC).

Environment Regional Executive Director Samuel Peñafiel said the road widening, as part of the flyover construction, was issued the necessary clearance.

The contractor earlier earned the ire of some city personalities following the premature cracking (of the road) even if the flyover project is still starting its full-blown implementation.

"Based on our records, there is an ECC covering the expansion works of the flyover project," Peñafiel said.

The construction of the P88-million worth flyover is being opposed by several sectors, including suspended Mayor Braulio Yaranon. The project's funding came from savings earned in the rehabilitation of Palispis-Aspiras Highway (formerly Marcos Highway).

The construction of the flyover is intended to ease the traffic congestion at the rotunda of the BGH. On the other hand, among the reasons cited by those against the project include the alleged destruction of centuries-old trees around the rotunda.

Public Works Regional Director Mariano Alquiza, in earlier interviews, said the cutting of trees is necessary. He said these could be replaced with thousands more if the concern raised by the opposition is with regard the felling of trees.

Yaranon, meanwhile, claimed there was no certification on the availability of funds to implement the project. (JC)
