Labor accepts scholarship for kin of Pinoy workers abroad

THE Overseas Workers Welfare Administration (Owwa) is now accepting applications for the Education for Development Scholarship Program (EDSP), through the Department of Labor and Employment (Dole).

Kalinga Labor Provincial Officer Avelina Manganip said the scholarship is offered only to active Overseas Filipino Workers (OFWs) beneficiaries or dependents who would be enrolling on a four or five-year course for school year 2007-2008 in any Commission on Higher Education (Ched)-accredited colleges or universities.

The student-scholar would be given P30,000 per semester financial assistance until the completion of the course, regardless of the eventual status of the OFW member, provided the scholarship agreement is complied with.

The Owwa will be directly giving the financial assistance to the school as tuition, said Manganip, adding that the grant would be provided only once.

Manganip said applicants should accomplish the following requirements: application forms; three copies of 1x1 ID pictures; proof of relationship to Owwa member like birth certificate of the applicant and of the member duly certified by the Local Civil Registrar (LCR); Form 137 or transcript of record; health certificate (Form 2); and applicants certification (Form 3).

Also included in the applicants' documents is the proof of Owwa membership, which could be any of the following: Owwa e-Card, official receipt of Owwa contributions, overseas employment certificate (OEC), seaman's identification and record book (Sirb), employment contract duly processed by the Philippine Overseas Employment Administration (POEA) or a certification from the workers' agency membership Registry Division.

Applicants must not be more than 21 years old, in good health and with good moral character, and must be able to pass the Department of Science and Technology (DOST) national examination and the college admission test of the school where they intend to enroll. They could submit their accomplished application forms to the Labor Provincial Office in Kalinga or send directly to the Owwa regional office in Baguio City on or before Oct. 31, 2006.

Interested applicants could also visit the Dole regional office where they could also avail of the application forms or call the Owwa regional office at 445-2260/619-4558/445-2130.
