Friday, October 13, 2006 Award of janitorial deal to ex-power firm exec hit
THE National Power Corporation (NPC) is facing another problem, this time over the residents' opposition to the impending award of a janitorial contract to an agency, allegedly owned by a family member of a former NPC head.
In a petition, the residents asked the power firm to reconsider the awarding of the janitorial contract to RAM Qlean Janitorial Services, alleging that the agency is a partner of the former NPC executive who has shown several anti-labor policies.
The RAM Qlean, petitioners claimed, is a partnership between former NPC executive director Erwin Tan and the son of former NPC president Quilala.
They said that during Tan's term, several anti-labor polices were implemented, which affected the whole community and resulted in industrial chaos in the area. They added that the agency was organized during Quilala's stint, which may violate a law that bars immediate relatives of government officials from joining in the bidding of contracts.
Accordingly, the bids for the janitorial contract were opened November last year but no award was made since then. The petitioners claimed that the bid documents of RAM Qlean were all marked "under protest."
The petitioners said they do not want the agency to rule Binga anew and asked the NPC to consider these sentiments before awarding the contract to RAM Qlean.
The Municipal Government of Itogon already endorsed the petition to NPC President Cyril Del Callar. (JC)
