City to grant P1,000 annually to retirees

THE Baguio City Council last Monday approved an ordinance authored by Acting Vice Mayor Leandro Yangot Jr. to grant an amount of P1,000 for every year of service to every retiring official or employee of City Hall.

The measure was approved to give recognition to the unselfish contribution and dedication of the retiring City Hall employees.

“It is but proper to provide additional incentives to every retiring employee of the City Government of Baguio,” Yangot said, while adding that the move was in accordance with the mandate of the Constitution and the Local Government Code.

Considering that the legislative action promotes well-being, the City Council’s committee on ethics, governmental affairs and personnel recommended that the reckoning period of the incentive should start on Jan. 1, 2005 so that those who retired in 2005 and 2006 will also benefit from it. Further, the committee suggested that the computation of cash pay should only be based on the years of actual service rendered to the city and would not include the years of service with other organizations.

The City Government of Baguio, through the Human Resource Management Office has been awarding plaques of appreciation and recognition to the retiring employees of the city as part of the Program on Awards and Incentives for Service Excellence (Praise).

The City has also adopted the Civil Service Commission’s “Salamat-Paalam” program, which is being held during flag-raising ceremonies, where the City’s officials award plaques to retirees.

The City also ensures that the retirees are issued their retirement benefits under the “Maginhawang Pagreretiro” program during the ceremony or on the date of their retirement.

While the City has been providing recognition to its retirees, the benefits and awards may not be enough to meet the needs of the retirees in the present financial and economic situation, thus, the need to grant them the additional cash incentive of P1,000 per year of service, the ordinance emphasized.
