TO FURTHER decongest the central business district (CBD), Baguio City Councilor Faustino Olowan suggested that more access roads in the barangays be made available.
Olowan pointed out that while expansion of city roads remains to be the best remedy in decongesting main streets, this is too costly and limited as it might damage existing infrastructures.
But an efficient inter-barangay road network might even solve traffic congestion, Olowan said in a proposed ordinance that upon the directive of the mayor, the Department of Public Works and Highways (DPWH) as well as the City Engineers Office (CEO) will conduct an inventory of all probable access roads to determine the amount needed should additional improvements be done.
Result of the inventory would be used as basis for the preparation of a development plan, containing the specifications needed for improvement.
Subdivision developers, meanwhile, should be obliged to open their own access roads, Olowan added. (RO)
