WITH several issues involving Camp John Hay (CJH) and its management by the Bases Conversion and Development Authority (BCDA), the Baguio City Council will discuss again alleged violations committed in the development of the former American rest and recreation facility.
The City Council earlier deferred discussion of CJH issues, saying it could eat most of the three-hour session of the body.
But one week before the elections, CJH issues were calendared anew in the agenda of the City Council.
Among violations that were allegedly done by the BCDA through its subsidiary -- the John Hay Management Corporation and its developer, the CJHDevCo -- include failure to comply with their lease contract, unrestricted infrastructure development, lack of housing provisions for nearby residents, lack of water supply for residents, free access to CJH, priority to local businesses, peace and order, human resource development and failure to comply with the timetable for development.
The alleged breach to a City Council resolution that contained the 19 conditions for the John Hay development had been the subject of a privilege speech and several proposed resolutions.
These proposals urged amendments to the 19 conditions, review of compliance and disclosure of the financial statements of JHMC pertaining to investments made at CJH.
