Fariñas said metal coverings and iron girds have to be installed in canals to avoid accidents as a result of abandoned diggings.
"The provision of metal coverings and iron grids to prevent such disasters must be imposed upon contractors and road excavators as a mandatory measure to put a stop to such occurrences," he explained adding that so much money is out to waste because of damages and injuries sustained by victims of "such a persistent problem that only takes a very simple solution."
Section 1 of the proposal mandates all road contractors and excavators to provide metal temporary coverings and steel grills when excavations are in progress and permanently after construction has been completed on all canals, manholes and other diggings that pose a danger to vehicles and pedestrians.
