CAR lawmakers seek review of Kalinga, Apayao police transfer

CORDILLERA legislators have formally raised their opposition to the transfer of Kalinga and Apayao Provincial Police Offices under the supervision of Police Regional Office-Cagayan Valley Region.

In a letter addressed to President Gloria Macapagal-Arroyo, the Cordillera congressmen sought for a reconsideration of the August 30 order issued by the Philippine National Police, which transferred the administrative and operational supervision of Kalinga and Apayao police offices to PRO Cagayan Valley Region.

"We are compelled to oppose and move for the reconsideration of the order because we were not fully consulted. We (also) submit that the same is violative of the provision and intention of Executive Order 220 that created our region," said the letter signed by all seven representatives.

Kalinga and Apayao Provincial Police Offices were turned-over to the control of PRO effective August 30. The proximity of these areas to Cagayan Valley was cited as the reason behind the transfer.

But the lawmakers said this move is prejudicial to the region's bid to stand and administer itself as one region.

"Having a common cultural heritage and history of being one in their struggles for recognition and autonomy, the Cordillera people can better work together towards the pursuit of their plans and aspirations. It is but proper to allow them to deal with their problems, face their challenges and concerns in all aspects of development, including peace and order," the letter added.

Kalinga Governor Floydelia Diasen also earlier expressed objection to the PNP's move. Other sectors, including the religious groups and non-government organizations, backed the opposition.
