Sunday, September 09, 2007 Guv opposes transfer of Kalinga prov'l police to Region 2 By Jane Cadalig
KALINGA Governor Floydelia Diasen said the Provincial Government is not amenable to the transfer of the Police Provincial Office (PPO) to the supervision of Police Regional Office (PRO) 2.
"We are a member of the Cordillera region and we want that our police office will be supervised by the Police Regional Office (PRO) here. We have no problem on how the PRO-Cordillera supervises our Provincial Police Office," Diasen said.
She said the transfer of Kalinga PPO to the administration of PRO2 came as a surprise to the provincial officials. She said they have not received any official communication on the matter.
"We only learned that our PPO is being transferred to the jurisdiction of PRO2 through a text message from (PRO-Cordillera) Director Eugene Martin," Diasen said.
The governor is attending the two-day conference on disaster management for local chief executives North-Luzon cluster here in Baguio.
A manifesto objecting to the move has been sent to the National Police Commission (Napolcom) for reconsideration, Diasen said. The manifesto was signed by local officials, religious groups and other non-government offices.
"We have also brought this matter to the attention of President Gloria Macapagal-Arroyo," she said.
The operations and administration of the PPO-Kalinga, together with Apayao, was turned over to the jurisdiction of PRO2 on August 30.
The proximity of these two provinces to the Cagayan Valley region was cited as the main reason behind the transfer as announced by PNP Chief Oscar Calderon during his recent visit to the region.
