Monday, September 10, 2007 Dads probe asphalt overlay Monday
THE City Council will look into the scoured asphalt overlay projects of the Department of Public Works and Highways (DPWH) in the city’s business district roads Monday afternoon.
While the DPWH has been rushing to scrape and replace the damaged asphalt overlays last week, the Council still deems it proper that details regarding the project be given to the public.
Invitations were already sent to District Engineer Nerie Bueno and Chief Maintenance Section Engineer Romelda Bangasan both of the DPWH to appear on Monday’s regular session to explain and shed light on the matter.
Vice Mayor Daniel Fariñas already cleared misinformation that the project was initiated by the local government and that the taxpayers’ money was used for its implementation.
He also requested DPWH to immediately repair the damaged roads to avoid accidents as well as the washed out sand and gravel to clog the city’s drainage system.
Councilor Nicasio Aliping Jr., chairman of the committee on public protection and safety, echoed that numerous residents, motorists and media have likewise been questioning the laying of asphalt on an already cemented road which is still of good condition.
He added that information on the implementation and standards of the project are also necessary for residents to be informed on how such asphalt was easily worn by the rains.
Meanwhile, Councilor Antonio Tabora Jr., chairman of the committee on public works, assured that the committee together with City Engineer Leo Bernardez will look into the immediate repair of the roads by the contractors and DPWH as mandated in the city’s local and national laws.
City Ordinance 41-88, as amended, prescribes the specific procedures for the restoration of constructions as well as the clearing of excess materials or debris on roads arising from the public or private works.
The scoured asphalt overlays, which caused gridlock, have likewise affected the business establishments within the busy areas of Governor Pack Road, Harrison Road, Magsaysay Avenue, Kisad Road, Chanum St. and Abanao Extension Road.(Dan Ricky Ong)
